The Northern Ireland Public Data Panel (NIPDP) is a panel that has been set up to facilitate conversations with the public about data use in research, innovation, service delivery & decision-making.
NIPDP aims to discuss how our data is or could be used for public good.
Panel members will:
- Explore our understanding of how data is collected and used
- Advise on how public trust, transparency and acceptance in the use of data can be supported
- Discuss the meaning and evidencing of public benefit in data use
- Members will also be co-developing the panel and its work, and advocating for its use.
- About the Partners
The Northern Ireland Public Data Panel (NIPDP) pilot is a partnership initiative between the Administrative Data Research Centre Northern Ireland (ADRC NI) and the Digital Health and Care Northern Ireland (DHCNI).
Administrative Data Research Centre Northern Ireland (ADRC NI) is a partnership between Ulster University and Queen’s University Belfast. The centre makes it possible for researchers to access information collected by national and local government and other public sector organisations (typically in the delivery of services). ADRC NI is part of the wider Administrative Data Research UK network (ADR UK).
Health & Social Care data should always be kept safely and securely, with access controlled through a transparent system of approvals which met best practice and standards. The Northern Ireland Trusted Research Environment (NITRE) is part of Health and Social Care Data Institute (HSCDI) which focuses on development of data and connectivity infrastructure to enable collaborative data research and evaluation to improve our insights into health and social care.
- NIPDP History
The Northern Ireland Public Data Panel (NIPDP) pilot was a partnership initiative between:
- the Administrative Data Research Centre Northern Ireland (ADRC NI, comprising Ulster University and Queen’s University Belfast) – part of the ADR UK partnership
- the Northern Ireland Trusted Research Environment (NITRE)
- Belfast City Council’s City Innovation Office.
The pilot was funded by Health Data Research UK (HDR UK)'s Data and Connectivity National Core Study.
Welcoming the report and its recommendations, Professor Dermot O’Reilly, Director of ADRC NI said: “Each data point is an experience or event in the lives of real people, who collectively make up the datasets we use for research and decision-making. It is only right that these people are directly involved in helping everyone who collects and uses data to understand what the public means by public good, and directing how, when and why data should be used throughout Northern Ireland.”
Digital Health and Care Northern Ireland (DHCNI), which leads on data and technology for Northern Ireland’s health and social care system, recognises NIPDP as key regional infrastructure and welcomes the findings of this pilot.
Dr Austin Tanney, Head of Clinical Information for DHCNI said: “The unique cross-sectoral design of the NIPDP reflects our understanding of the value of potential in public data, and the need for wider public discourse in its use, particular to Northern Ireland and its communities.
“DHCNI recognises NIPDP as key regional infrastructure and welcomes the findings of this pilot to direct its phase one implementation.”
Councillor Emmet McDonough-Brown, Chair of Belfast City Council’s Strategic Policy and Resources Committee said: “Having better access to data is ever more important for decision-makers in a complex world. Data is key to creating effective solutions to some of society’s most difficult challenges.
“Of course, it’s important that people are confident about how data is gathered and used. So we welcome the Northern Ireland Public Data Panel and its role in building public awareness, understanding and engagement in the use of data for innovation and public benefit. It very much complements our own Citizen Opportunities for Digital Innovation (CODI) initiative, as part of our Smart Belfast programme, which supports people’s understanding and direct involvement in designing innovation projects for our city.”
Employing a service design approach, led by award-winning design consultants Big Motive, the pilot of the NIPDP held extensive practitioner interviews exploring best practice and recommendations, and two deliberative workshops with public participants, which focused on capacity-building, interactive discussions, and questions to gauge knowledge and comfort level with data-driven decisions and innovation.
The report includes recommendations for establishing the NIPDP as an independent initiative working in cross-sectoral partnership, mindful of barriers to participation as well as the particular circumstances of Northern Ireland. Uniquely, compared to similar initiatives in other places, the delivery of NIPDP will be iterative and co-created with its members.
NIPDP will provide infrastructure for ongoing involvement and engagement of publics in the use and re-use of data for evidence creation in research, policymaking, service evaluation and provisioning.
Funding has been secured to formally establish the NIPDP in its first phase through ADRC NI, who are funded by the Economic and Social Research Council. Recruitment for the first panel will open in early 2023.

What is a Public Data Panel?
The Northern Ireland Public Data Panel (NIPDP) aims to discuss, under a range of topics, how our data in Northern Ireland is or could be used for public good.
Panel members will:
- Explore our understanding of how data is collected and used in Northern Ireland
- Advise on how public trust, transparency and acceptance in the use of data can be supported
- Discuss the meaning and evidencing of public benefit in data use
- Members will also be co-developing the panel and its work, and advocating for its use.
The people who attend will learn about the issues and then discuss them with one another. They will then make deliberations about what should happen and how things should change.
Who is running the Panel?
The Northern Ireland Public Data Panel (NIPDP) is a new initiative to provide a forum for members of the public to discuss and inform the use of data for public benefit.
It is a joint initiative between the HSC Northern Ireland Trusted Research Environment and the Administrative Data Research Centre Northern Ireland founded by Queen’s University Belfast and Ulster University.

What is a 'Data Dialogue?'
A ‘data dialogue’ is the NIPDP approach to deliberations on topics related to data use.
Using a deliberative approach panel members participate in discussion and activities to consider opinions and views on a given subject.
With the support of facilitators, they collectively explore information they have been provided with, along with their own experiences and views related to address specific questions on the use of data for public good.
How long is a 'Data Dialogue?'
NIPDP meet once every quarter (4 times a year), a Data Dialogue can take place over a half day session of 4 hours, or a full day session of 7.5 hours. The panel deliberates a date and time that is convenient in advance.
When and where are the sessions?
There will be 4 sessions over the coming year.
At the first meeting we will discuss when and where the other sessions will take place and whether some or all of them will be online.
How will you ensure that the panels are accessible?
The in-person meetings will be held at an accessible venue with disabled parking available. Lunch will be provided, and transport expenses will be covered.
Everyone will have access to a prayer room or quiet space during the day. We aim to keep the event as jargon-free as possible.
What will taking part involve?
You will have the opportunity to meet with people from all walks of life.
You will hear from engaging speakers, and discuss the issues involved within the group.
Groups sessions will have a facilitator to make sure everyone has their voice heard. You do not need to have any knowledge of the topics – all the information you need will be provided.
How will payments for attending be made, reimbursed for travel?
Remuneration for participation will be made by Bank Transfer or Gift Vouchers, both options are available as your preferred method of payment.
Please keep a receipt of your method of travel, we will reimburse this cost.
Please note child minding costs will only be reimbursed on submission of a receipt from a registered child-minding business.
Is there a Dress Code?
There is no dress code. Please wear whatever feels comfortable for you.
Will I need a device or internet connection?
We will provide you with a suitable device for use during the online meetings.
We can also support you to learn the IT skills needed to take part in the Northern Ireland Public Data Panel (NIPDP).
Support can be through one-to-one phone calls or online introductory sessions.
Technical support during the sessions is also available.
